市區更新應為社區帶來甚麼效益?在研究可持續的市區重建策略時,應考慮甚麼因素?

社區網絡

 

在重量達一公斤的《邁向市區更新3.0》書中,刊有街坊讚賞重建的訪問,我細閱後,發現他們的高興背後有著共通的原因。

 

潘家認為重建好,因為他們「與街坊鄰里建立深厚的感情,可與街坊共同進退,選擇旺角區的安置單位」。馮婆婆在旺角的唐樓住了數十年,當舊居遭清拆並重建為朗豪坊,她也可以搬遷到土發公司位於豉油街的安置單位。「當時還有西環、柴灣等地區選擇,但我一口拒絕。」熊太太因為丈夫去世,賠償用作還債後,餘款不足以購買物業,市建局遂把她安置到必發台的安置單位。

 

許多官員都認為「原區安置」和「具備足夠安置單位」只是不少議員掛在嘴邊的口號,原區安置在技術上難做到,且街坊有了賠償,愛搬到那裡就那裡,安置單位沒用。看了上述故事,再引證我在灣仔的經驗(不少受影響的老街坊也是誓死不搬離灣仔),我希望市建局明白,如何安置比出什麼價收購更重要。

 

我也從書中的訪問確認,無形的「社區網絡」對街坊是無價寶。簡先生本住在中環卑利街,接受賠償後搬到九龍,但每周也會回到中環與舊街坊聚舊。宋先生認為重建可改善生活,但他選擇的新居仍在大角咀,因為對社區熟悉和有感情。

 

請大家看清楚了:對市建局感到滿意的,不是因為收購價有多高,是因為能保住街坊情誼。

 

0407年,我卻親眼見證市建局的重建項目如何毀滅灣仔的本土經濟和社區網絡,受影響的居民沒有安置單位,也做不到原區安置,喜帖店各散東西,再不能成行成市。亦因如此,《3.0》的溫馨故事中,沒一個來自灣仔。但假若市建局當年有人情味一點,為保存社區網絡多想一點,灣仔也可以有為市建局鼓掌的街坊吧,而不是像今天般提起市建局三字就咬牙切齒。

我覺得市區重建, 更新應要配合周遭環境, 所以與發展商, 政府及社會內不同人仕一起討論, 配合才能有效達致各方面的完整, 不致於到項目完成後, 才看見問題更多.

所以我覺得這個網站平台很好, 我亦很認同Miss Fan 所講於公園內設自由講, 能夠提供多些平台給我們, 尤其是一些公開面對面的地方, 有不同階層, 發展商等人仕可多加溝通, 了解發展項目.

我覺得社區重建, 更新應要配合周遭環境, 能與發展商, 政府, 不同人仕一起參與討論, 我覺得設立這個平台很好, Miss Fan 所講於公園內設自由講, 能夠多些與更多部門, 不同人仕面對面講解, 討論, 令社會更多人瞭解發展的過程, 融合更多意見, 可令社會更凝聚.

亦希望可作多些宣傳有關於重建, 更新的資訊.

希望保留鑽石山大磡村現有自然綠化及古蹟, 將之管理成為中央公園般的市肺,內設小型表演台及保留草地,少用水泥及環保磚以保留現有環境,相信一定可以改善居民生活質素.

I read with interest of  entries in this forum and truely appreciate such a platform.

However, I am quite surprised that while everybody is keen to give their views on implementation details of urban renewal, I can hardly find any in-depth discussion on the core problem that needs to be dealt with.

As an uninformed member of the public, I think the problem of urban decay has three major aspects:

1. Building conditions and safety aspect: Do we have any research figures at the moment showing how serious the problem is in Hong Kong and what will be the situation in a decade?

2. Socio-economic aspect: what is the situation of residents living in dilapidated buildings? A more in-depth socio-economic  study of the situation should be conducted so that we can have a better understanding on how urban dilapidation is impacting on the city social-economic development of areas affected now and in the next decade.

3. City competitiveness and land use aspect: dilapidated buildings are always situated at old urban centre. The continuation of status-quo may not be a proper use of our precious land resource and will weaken the competitiveness of our city as a whole. However, no matter how meticulous a regeneration plan can be drawn up and implemented, community network and local characteristics will be affected to a certain extent.

I hope we can have a more in-depth discussion on urban decay in Hong Kong first, as otherwise it is meaningless to drill on implementation details.
