Urban Renewal Strategy Review Partnering Organization Programme


The Partnering Organization Programme (the Programme) is part of the public engagement initiatives of the Urban Renewal Strategy (URS) Review conducted by Development Bureau. The objective is to broaden the reach to the public and promote active public participation in the URS Review. A-World Consulting Ltd., the public engagement consultant of the URS Review, is the implementation agent of the Programme. Urban Renewal Authority (URA) is the supporting organization. The Programme will be implemented in two phases.


  1. Applicants must fall into one of the categories below:

    • District Councils
    • Professional bodies
    • Local secondary schools (upper forms) and tertiary institutes
    • Non-profit making organizations with charitable status under Section 88 of the Inland Revenue Ordinance (Cap 112) with proven track record on community services
  2. Each organization should submit only one application in each phase of the Programme.

Assessment of Application

  1. The proposed activity should be non-profit making in nature.
  2. The proposed activity should involve at least 50 participants.
  3. The proposed activity should be principally related to urban renewal. It can be in the form of exhibition, competition, discussion forum and workshop, etc.
  4. Assessment criteria are as follows:
    • Objectives
    • Creativity and feasibility of the project
    • The target groups and the number of participants
    • Experience of the applicant in organizing activities
    • Cost effectiveness
  5. The assessment panel will comprise representatives from Development Bureau, URA and A-World Consulting Ltd. (together referred to as the Organizer).
  6. The successful organizations will become partnering organizations of the URS Review.
  7. The approved activities will have to be implemented in Hong Kong during the Public Engagement Stage of the URS Review.

  1. The Programme covers two phases:

  2. The completed application form, the detailed information on the proposal and copies of relevant registration documents (if applicable), in either Chinese or English, can be submitted by post/ fax/e-mail to the following:

  3. For submissions by email, soft copy of the application form and detailed information on the proposal in BOTH Microsoft Word (.doc) and Adobe Acrobat (.pdf) format together with scanned image of copies of relevant registration documents (if applicable) should be provided.
  4. Late submissions will not be considered. 
  5. Successful organizations will be informed by February 2009 (for Phase 1) and June 2009 (for Phase 2).

Form of Support to Partnering Organizations

  1. A maximum funding support of HK$10,000 by reimbursement.
  2. Subject to availability, the Urban Renewal Idea Shop at Tai Yuen Street, Wan Chai can be provided as venue for events or workshops. It can accommodate a maximum of 50 participants.
  3. Provision of URS Review pamphlets and souvenirs, if required.

Terms and Conditions

  1. The amount of funding will be granted according to the scope, form and contents of the project. Payment of grants will be made on a reimbursement basis upon submission of original receipts by the partnering organization.
  2. The Organizer will determine the amount of grant and its decision is final.
  3. The partnering organization must submit a report summarizing the views expressed by the participants towards URS, financial report and all original receipts to A-World Consulting Ltd. within one month after completion of the project.
  4. The partnering organization should acknowledge the Organizer's support, where appropriate, e.g. stating on promotional materials and displays at the activity venue that the activity is sponsored by the “URS Review Partnering Organization Programme”.
  5. Representatives of the Organizer have the right to attend the approved activity.
  6. The Organizer would not be responsible for any claim, demand and legal liability arising from the approved activity.
